Why do some people not care that their behavior disturbs people around them?

Why do some people not care what they do in public places?

Oh, I guess, first of all, because they are just ill-mannered or emotionally unintelligent and don't know how to interact sociall... Or, because they may not be aware that they are infringing on one's space and just can't comprehend their behaviour as hurtful due to the fact that they adopted such a value system in their families. Some people may also do it because they enjoy pushing the limits of others... oh, or because they simply have a lack of empathy. Many men, many reasons.
